The new DHMs for ELVPHD apply to Burt\, Cuming\, Madison\, and Stanton counties.\n\n \n\nThese less restrictive DHMs allow for the limited reopening of dine-in services at restaurants and of salons\, barber shops\, tattoo parlors\, and massage therapy services. They also allow for an increase in the per room/space childcare limits from 10 to 15 children (subject to the usual child-to-staff ratios). \n\n \n\n"This is a first step in the process of reopening\," said Norfolk Mayor Josh Moenning.
